Obligations

Energy consumers whose energy usage equals to or exceedEnergy consumers whose energy usage equals to or exceed the prescribed energy consumption threshold of 21,600 GJ in  twelve (12) consecutive months must:

Appoint a Registered Energy Manager (REM)

The appointment must be made within 3 months from the date of notice in accordance with Regulations 4, 5, and 6 of the Energy Efficiency and Conservation Regulations 2024 [P.U.(A) 466/2024].

Develop and Implement an Energy Management System (EnMS)

EnMS must be developed and implemented based on the Guidelines on EnMS issued by the Commission within 1 year from the appointment of the first REM.

Submit Energy Efficiency and Conservation (EE&C) Reports

The first report must be submitted within 30 days after the end of 1 year from the date of the first REM appointment, and subsequent reports must be submitted within 30 days after the end of each year based on the anniversary of the first REM appointment. Report must be prepared in accordance with Guidelines on EE&C Report issued by the Commission.

Conduct Energy Audit (EA) and Submit Energy Audit Report

Appoint a Registered Energy Auditor (REA) to conduct an energy audit and submit the energy audit report. The first audit report must be submitted within 1 year from the date of notice, and subsequent reports must be submitted every 5 years, or where an exemption notice is issued, in accordance with the period specified in the exemption notice. Report must be prepared in accordance with Guidelines on EA Report issued by the Commission.  the prescribed energy consumption threshold of 21,600 GJ in  twelve (12) consecutive months must:
