Energy Efficiency and Conservation Act (EECA) 2024

The Energy Efficiency and Conservation Act (EECA) 2024 came into effect on 1 January 2025, marking the enforcement of its provisions. Simultaneously, the Efficient Management of Electrical Energy Regulations (EMEER) 2008 was repealed on the same date. This legislation is designed to propel Malaysia's commitment to reducing carbon emissions, improving energy efficiency across sectors, and driving the country's journey toward National Energy Transition Roadmap (NETR) 2050.

Overview

Objectives of the EECA 2024

  • Comprehensive Energy Efficiency Legislation:
To provide a robust legislative framework that drives energy efficiency initiatives across Malaysia.
  • Carbon Emission Reduction:
To contribute to Malaysia’s commitment under the Paris Agreement (COP21) to reduce carbon emissions by 45% by 2030, based on 2005 levels.
  • Sector-Wide Energy Efficiency Improvements:
To enhance energy efficiency practices within the industrial, commercial, and residential sectors.
  • Support for Carbon Neutrality:
To support the government's aspiration to achieve carbon neutrality by 2050, effectively managing energy demand and promoting sustainable consumption practices.

Organizational Chart

The Energy Commission has approved the inclusion of the Department of Energy Efficiency and Conservation in the Energy Commission’s organizational chart, effective 1 September 2024. As a result, the Energy Efficiency and Conservation Unit under the Department of Industry Operations (JOI) will be dissolved, and its staff will be appropriately reassigned to the newly formed JKKT.
