Electrical Services Engineers
Procedures for Application of Competency Examination
Applications to sit for the examination must be submitted online through the ECOS system
Requirements to Sit for the Competency Certification Examination
(Regulation 46, Electricity Regulations 1994 and its amendments)
- A Malaysian citizen.
- Holds a Competency Certificate as a Competent Electrical Engineer (JEK) issued under these Regulations.
- Has experience carrying out work related to maintenance and repair, overhaul and servicing, testing and measurement, and completing equipment installation as well as detecting cable faults.
- Able to speak and write in the national language.
- Possesses sufficient knowledge in maintenance and repair, overhaul and servicing, testing and measurement, and completing equipment installation, including the principles of equipment control used for generation, transmission, distribution, utilisation, protection and metering in electrical installations and efficient energy management.
- Possesses sufficient knowledge in cable fault detection.
- Possesses sufficient knowledge in first aid, resuscitation and treatment of electric shock.
- Possesses sufficient knowledge of the Act and the regulations made under it.
New Application
- Requirements for new applications for voltage levels from 11kV up to 33kV
- Possesses a JEK Competency Certificate for at least 1 year at the same or higher voltage level and is registered with ST.
- Has 5 years of work experience at the voltage level applied for, including at least 3 years of experience in electrical servicing works at the voltage level applied for.
- Requirements for new applications for voltage levels exceeding 33kV up to 132kV
- Possesses a JEK Competency Certificate for at least 1 year at the same or higher voltage level and is registered with ST.
- Has 5 years of work experience at the voltage level applied for, including at least 3 years of experience in electrical servicing works at the voltage level applied for.
- Work experience of 5 years at the following installations will be given priority:
- Electrical Service Contractors registered with ST; or
- Tenaga Nasional Berhad (TNB);
- Independent Power Producers (IPP);
- Sabah Electricity Sdn Bhd (SESB); or
- Sarawak Electricity Supply Corporation (SESCO).
- Requirements for new applications for voltage levels exceeding 132kV
- Possesses a JEK Competency Certificate for at least 1 year at the same or higher voltage level and is registered with ST.
- Has 5 years of work experience at the voltage level applied for, including at least 3 years of experience in electrical servicing works at the voltage level applied for.
- Work experience of 5 years at the following installations will be given priority:
- Electrical Service Contractors registered with ST;
- Tenaga Nasional Berhad (TNB);
- Independent Power Producers (IPP);
- Sabah Electricity Sdn Bhd (SESB); or
- Sarawak Electricity Supply Corporation (SESCO).
Upgrade Application
- Upgrade requirements for voltage levels from 11kV up to 33kV
- Holds a JEK Passing Certificate at the same or higher voltage level and is registered with ST.
- Holds a JPE Passing Certificate for at least 1 year at a lower voltage level and is registered with ST.
- Has 1 year of experience at the voltage level applied for in electrical servicing works at the voltage level applied for.
- Upgrade requirements for voltage levels exceeding 33kV up to 132kV
- Holds a JEK Competency Certificate at the same or higher voltage level and is registered with ST.
- Holds a JPE Competency Certificate for at least 1 year at a lower voltage level and is registered with ST.
- Has 1 year of experience at the voltage level applied for in electrical servicing works at the voltage level applied for.
- Work experience of 1 year at the following installations will be given priority:
- Electrical Service Contractors (KPE) registered with ST; or
- Tenaga Nasional Berhad (TNB);
- Independent Power Producers (IPP);
- Sabah Electricity Sdn Bhd (SESB); or
- Sarawak Electricity Supply Corporation (SESCO).
- Upgrade requirements for voltage levels exceeding 132kV
- Holds a JEK Competency Certificate at the same or higher voltage level and is registered with ST.
- Holds a JPE Competency Certificate for at least 1 year at a lower voltage level and is registered with ST.
- Has 1 year of experience at the voltage level applied for in electrical servicing works.
- Work experience of 1 year at the following installations will be given priority:
- Electrical Service Contractors (KPE) registered with ST; or
- Tenaga Nasional Berhad (TNB);
- Independent Power Producers (IPP);
- Sabah Electricity Sdn Bhd (SESB); or
- Sarawak Electricity Supply Corporation (SESCO).

PAPER 2 – Professional Interview
The professional interview will be based on:
- The candidate’s experience and training, and the written answers provided to the questions;
- Knowledge of the Electricity Supply Act 1990, Energy Commission Act 2001, and the Electricity Regulations 1994 and its amendments.
