The Energy Commission of Malaysia (ST) Unveils New Organisational Structure to Support Malaysia's Energy Transition and Improve Service Delivery, Effective January 2026

 

Putrajaya, 31 December 2025 – The Energy Commission of Malaysia (Suruhanjaya Tenaga – ST) has launched a comprehensive Transformation Plan to strengthen regulatory effectiveness in delivering its mandate. The plan reflects ST’s steadfast commitment and purpose to serve the interests and well-being of energy consumers in ensuring a secure, equitable and clean supply of energy, as defined in the Energy Commission Act 2001 [Act 610].

The new organisational structure will take effect on 1 January 2026. It is designed to streamline resources, enhance regulatory oversight and improve service delivery, in line with the rapidly evolving energy sector and the increasing complexity of ST’s regulatory responsibilities.

Under the leadership of ST’s Chief Executive Officer, Puan Siti Safinah Salleh, and the newly appointed Chairman, YBhg. Datuk Seri Asri Hamidon, the new organisational structure will include two (2) Deputy Chief Executive Officers (Deputy CEO) to spearhead ST’s core regulatory functions, which are Technical Regulatory and Compliance, and Economic, Markets and Planning, as well as a Senior Director role to lead the Corporate Management and Services arm.

Ir. Roslee Esman has been appointed as the Deputy CEO for Technical Regulatory and Compliance and is accountable for overseeing ST’s technical and safety regulatory functions, including the development of technical standards, licensing and certification, as well as compliance and enforcement activities, to ensure the safety, reliability, and integrity of Malaysia’s electricity and piped gas systems.

Meanwhile, Ir. Dr. Sanjayan Velautham will serve as the Deputy CEO for Economic, Markets and Planning and is accountable for economic and market regulation, with a focus on delivering equitable value for consumers. This includes network investment, tariff design and long-term energy planning, while promoting efficient, sustainable and competitive energy markets, as well as pioneering key energy transition initiatives.

In addition, a Senior Director for Corporate Management and Services will drive ST’s organisational excellence through strategic corporate functions and support services to enable an agile and high-performing regulator.

Under the transformation, ST’s existing organisational structure has been enhanced to strengthen regulatory focus, with clearer demarcation between policy formulation, regulatory delivery and enforcement functions. The revised structure comprises nine (9) core divisions, namely:

  1. Technical Policy and Regulation Division, led by Ir. Ts. Zulkiflee Umar;
  2. Regulatory Services and Performance Division, led by Mohd Elmi Anas;
  3. Compliance and Enforcement Division, led by Ismail Zaili Yusop;
  4. Economic Regulation and Consumer Policy Division, led by Marlinda Mohd Rosli;
  5. Market Regulation and Planning Division, led by Rumaizi Abdul Halim;
  6. Strategy and Corporate Affairs Division, led by Ir. Ts. Nurhafiza Mohamed Hasan;
  7. Corporate Services Division, led by Khairol Fahami Ismail;
  8. Legal and Secretarial Division, led by Khairul Nizam Mohd Kamal; and
  9. Special Unit for Capacity Procurement, led by Ts. Mohd Rizal Ramli.

This organisational restructuring forms a key component of ST’s broader transformation agenda, which supports national energy policies and regulatory reforms, including the Energy Efficiency and Conservation Act (EECA), the long-term National Energy Transition Roadmap (NETR) and the overarching National Energy Policy (NEP).

Through this new organisational structure, ST aims to become a more agile, accountable and forward-looking regulator, capable of steering Malaysia’s energy sector amid an increasingly complex and evolving energy landscape.
